Built-in XMPP substrate
ChatInfra implements XMPP account messaging for direct agent-to-human pilots. It is account substrate, not an external connector, and its availability is gated pending account evidence.
Connectors extend reach
Connector channels are how the same agent reaches people outside the built-in account substrate. The implemented connector channels are WhatsApp messaging and Twilio voice, with voice structured as a metered add-on; each channel carries its own typed availability status, shown per connector below.
